Rain Gamblers Made Their Own Law

According to Rasmei Kampuchea today, rain gamblers in Phnom Penh adopted their own law on the bet of rain last week which will be for Phnom Penh municipality territory.

The newspaper also mentions some recent problems happened during the bet. Sometimes, when there are police raid, winners were not paid, etc. The extract of the rules can be read on Rasmei Kampuchea, Friday July 15.

I am not supportive of gambling. But in term of social initiative and citizenship, people can make use of such idea in other issues for social good. The implementation of the rules is important and can prove the accountability of the gamblers and the rule-makers. We'll see.
